Addressing homelessness requires recognizing and responding to its multifaceted causes. It's essential to understand that homelessness isn't a singular issue but a complex web woven from various factors, including economic hardship, mental illness, substance abuse, and lack of affordable housing.

In tackling homelessness issues, I am committed to working with our state agencies to ensure we deploy Prop 1 funds responsibly, directing resources toward establishing mid-sized, long-term mental health facilities, while also prioritizing the reduction of short-term residential addiction care businesses using Prop 1 funds. Additionally, I am committed to ensuring that any addiction healthcare facilities funded by Prop 1 adhere to strict regulations, maintaining transparency, and holding proper licensing and zoning to uphold community safety and integrity is imperative.

Long-term, mid-sized, state mental health and addiction facilities serve as essential pillars in our strategy, providing holistic care and support for individuals grappling with mental health and addiction challenges, which are significant drivers of homelessness. Let's pursue a mid-sized solution that offers years of care that may be required, rather than the prevailing short-term, 30-90 days in a recovery home care business.

Additionally, continuing to forge partnerships with non-profit and government organizations to ensure continued assistance to at-risk homeless populations, by offering vital services like counseling, job training, and housing assistance. Navigating legal complexities with clarity and compassion is essential. By remaining committed to enforcing no-camping laws judiciously, we can strike a delicate balance between maintaining public safety and upholding the dignity of every individual. This approach reflects both the urgency of addressing homelessness and the compassion that defines our community's values.
